City of Independence and Community Partners Share Update on Welcoming and Inclusion Efforts
Independence, Kansas — The City of Independence, Independence Main Street, and the Independence Chamber of Commerce’s Diversity Task Force are sharing an update regarding their selection for the Welcoming America’s Rural Welcoming Initiative.
Last November, the City and its partners applied to participate in the initiative as a learning opportunity focused on welcoming—seeking to better support how citizens experience Independence as a place to live, work, and belong. Over time, those conversations reinforced that welcoming and inclusion are deeply connected, and that belonging and mutual respect are essential to meaningful community connection.
Following the public announcement of the City’s selection for the Rural Welcoming Initiative, confusion and distrust about the scope and purpose of the program arose within the community. The Rural Welcoming Initiative includes a focus on belonging and support for immigrants as part of a broader effort to help communities create environments where all residents can belong and contribute; however, it is not a recruitment or relocation program, nor does it involve encouraging people to move to Independence.
The City and its partners pursued participation with the understanding that welcoming efforts are most effective when they support the people who already live here—across many backgrounds and experiences, including immigrants—and help ensure that all residents feel respected, supported, and able to participate fully in community life. As misinformation spread, the conversation surrounding the initiative moved away from welcoming, belonging, learning, and community connection, to an increasingly divisive narrative.
After careful reflection and many conversations with residents of all walks of life, the City of Independence and its partners made a unified decision to step away from participation in the Rural Welcoming Initiative at this time. “This decision was made with intention and care, in recognition that meaningful community work requires an environment where people feel safe, respected, and able to engage without fear of being targeted or diminished. This choice should not be interpreted as a retreat from the values that led to this effort. Independence is home to people of many backgrounds, identities, and lived experiences; and the belief that everyone deserves to be treated with dignity, respect, and human decency remains central to who we are and how we move forward.” said Lacey Lies, Finance Director for the City.
While participation in this initiative will not continue, the City of Independence and its partners remain committed to welcoming and inclusion.

En noviembre pasado, la Ciudad y sus socios solicitaron participar en la iniciativa como una oportunidad de aprendizaje centrada en la bienvenida—con el objetivo de apoyar mejor cómo las personas experimentan Independence como un lugar para vivir, trabajar y pertenecer. Con el tiempo, esas conversaciones reforzaron que la bienvenida y la inclusión están profundamente conectadas, y que el sentido de pertenencia y el respeto mutuo son esenciales para una conexión comunitaria significativa.
Tras el anuncio público de la selección de la Ciudad para la Iniciativa Rural de Bienvenida, surgieron confusión y desconfianza dentro de la comunidad sobre el alcance y el propósito del programa. La Iniciativa Rural de Bienvenida incluye un enfoque en el sentido de pertenencia y el apoyo a personas inmigrantes como parte de un esfuerzo más amplio para ayudar a las comunidades a crear entornos donde todos los residentes puedan pertenecer y contribuir; sin embargo, no es un programa de reclutamiento ni reubicación, ni implica fomentar que personas se muden a Independence.

A medida que se difundió información errónea, la conversación en torno a la iniciativa se alejó de la bienvenida, el sentido de pertenencia, el aprendizaje y la conexión comunitaria, y se transformó en una narrativa cada vez más divisiva.
Después de una cuidadosa reflexión y de muchas conversaciones con residentes de todos los ámbitos de la vida, la Ciudad de Independence y sus socios tomaron una decisión unificada de retirarse de la participación en la Iniciativa Rural de Bienvenida en este momento. “Esta decisión se tomó con intención y cuidado, reconociendo que el trabajo comunitario significativo requiere un entorno en el que las personas se sientan seguras, respetadas y capaces de participar sin temor a ser señaladas o menospreciadas.
Esta decisión no debe interpretarse como un alejamiento de los valores que dieron origen a este esfuerzo. Independence es el hogar de personas de muchos orígenes, identidades y experiencias de vida; y la creencia de que todas las personas merecen ser tratadas con dignidad, respeto y decencia humana sigue siendo central a quienes somos y a cómo avanzamos”, dijo Lacey Lies, Directora de Finanzas de la Ciudad.
Si bien la participación en esta iniciativa no continuará, la Ciudad de Independence y sus socios mantienen su compromiso con la bienvenida y la inclusión.
